The bill aims to end the current exemption given to non-Muslims for alcohol use in Pakistan.

The bill was submitted by Member of the National Assembly Naeema Kishwar Khan of Jamiat Ulema-e-Islam (F). She presented it to the National Assembly Secretariat for consideration.

What change has been proposed

The proposed law suggests an amendment to Article 37 of the Constitution. At present, Article 37 allows alcohol consumption for non-Muslims only for religious purposes.

Under the new proposal, the words that allow this religious exemption will be removed. This step will lead to a Complete Ban on Alcohol Across Pakistan without any religious exception.

What will happen if the bill is approved

If Parliament approves the amendment, alcohol permits and exemptions currently issued to non-Muslims will end. This means alcohol use will be fully prohibited across the country.

The bill is titled “The Constitution (Amendment) Bill, 2026.” It clearly states that the relevant words in Article 37 will be omitted.

Reason given in the bill

According to the statement included in the bill, alcohol is considered prohibited in all religions. It also says linking alcohol use with minorities is not appropriate.

The document also refers to Article 227 of the Constitution. This article requires laws to follow the teachings of the Holy Quran and Sunnah.

When the law will take effect

The bill states that the Complete Ban on Alcohol Across Pakistan will come into force immediately after approval. However, it still needs debate and voting in Parliament before becoming law.

Complete Ban on Alcohol Across Pakistan has been proposed through a new constitutional amendment bill in the National Assembly.
