It has invited feedback from telecom operators and the public until 16 March 2026.<\/p>\n<p data-start=\"686\" data-end=\"806\">PTA says prepaid balance is an advance payment made by customers. Therefore, it should not expire within a short period.<\/p>\n<hr data-start=\"808\" data-end=\"811\" \/>\n<h3 data-start=\"813\" data-end=\"843\">Majority of Users Affected<\/h3>\n<p data-start=\"845\" data-end=\"937\">According to PTA data, around 97 percent of mobile users in Pakistan use prepaid services.<\/p>\n<p data-start=\"939\" data-end=\"1065\">This makes balance expiry a common issue across the country. Many users lose unused balance when they do not recharge on time.<\/p>\n<p data-start=\"1067\" data-end=\"1162\">PTA has received several complaints about automatic balance deductions despite advance payment.<\/p>\n<hr data-start=\"1164\" data-end=\"1167\" \/>\n<h3 data-start=\"1169\" data-end=\"1197\">Why PTA Raised the Issue<\/h3>\n<p data-start=\"1199\" data-end=\"1273\">The regulator noted that users often lose balance in certain situations.<\/p>\n<p data-start=\"1275\" data-end=\"1388\">For example, when they travel abroad, use their SIM occasionally, or keep a second SIM inactive for long periods.<\/p>\n<p data-start=\"1390\" data-end=\"1450\">PTA reviewed practices of major telecom companies including:<\/p>\n<ul data-start=\"1452\" data-end=\"1619\">\n<li data-start=\"1452\" data-end=\"1493\">\n<p data-start=\"1454\" data-end=\"1493\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Jazz<\/span><\/span><\/p>\n<\/li>\n<li data-start=\"1494\" data-end=\"1535\">\n<p data-start=\"1496\" data-end=\"1535\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Telenor Pakistan<\/span><\/span><\/p>\n<\/li>\n<li data-start=\"1536\" data-end=\"1577\">\n<p data-start=\"1538\" data-end=\"1577\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Zong<\/span><\/span><\/p>\n<\/li>\n<li data-start=\"1578\" data-end=\"1619\">\n<p data-start=\"1580\" data-end=\"1619\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Ufone<\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1621\" data-end=\"1719\">The authority observed differences in recharge amounts and validity periods among these operators.<\/p>\n<hr data-start=\"1721\" data-end=\"1724\" \/>\n<h3 data-start=\"1726\" data-end=\"1756\">Current Industry Practices<\/h3>\n<p data-start=\"1758\" data-end=\"1817\">In some cases, unused balance expires after a fixed time.<\/p>\n<p data-start=\"1819\" data-end=\"1901\">Other operators temporarily block the balance and restore it after a new recharge.<\/p>\n<p data-start=\"1903\" data-end=\"2003\">Although SMS alerts are sent before expiry, PTA believes these steps do not fully protect consumers.<\/p>\n<hr data-start=\"2005\" data-end=\"2008\" \/>\n<h3 data-start=\"2010\" data-end=\"2047\">International Examples Considered<\/h3>\n<p data-start=\"2049\" data-end=\"2128\">The PTA Mobile Balance Validity Proposal also studied global telecom markets.<\/p>\n<p data-start=\"2130\" data-end=\"2246\">It found that in some countries, unused balance stays valid for a longer time or can be refunded after verification.<\/p>\n<p data-start=\"2248\" data-end=\"2315\">This shows that consumer-friendly options are technically possible.<\/p>\n<hr data-start=\"2317\" data-end=\"2320\" \/>\n<h3 data-start=\"2322\" data-end=\"2347\">What PTA Is Proposing<\/h3>\n<p data-start=\"2349\" data-end=\"2481\">Under the PTA Mobile Balance Validity Proposal, prepaid balance will remain valid as long as the SIM stays active under PTA rules.<\/p>\n<p data-start=\"2483\" data-end=\"2565\">If a SIM is deactivated, the remaining balance may be restored after reactivation.<\/p>\n<p data-start=\"2567\" data-end=\"2678\">In some cases, users may also receive refunds through bank transfer or mobile wallet after proper verification.<\/p>\n<p data-start=\"2680\" data-end=\"2783\">PTA suggested linking prepaid balance with CNIC-based identification and Know Your Customer procedures.<\/p>\n<hr data-start=\"2785\" data-end=\"2788\" \/>\n<h3 data-start=\"2790\" data-end=\"2817\">Purpose of the Proposal<\/h3>\n<p data-start=\"2819\" data-end=\"2898\">PTA said the goal is to introduce a uniform policy across the telecom sector.<\/p>\n<p data-start=\"2900\" data-end=\"2986\">The aim is to ensure transparency, fairness, and stronger consumer rights in Pakistan.<\/p>\n<p data-start=\"2988\" data-end=\"3070\">The authority has asked stakeholders to submit their feedback before the deadline.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The PTA Mobile Balance Validity Proposal has been introduced to ensure prepaid mobile balance remains valid for the entire active life of a SIM card.
