{"id":114907,"date":"2026-06-10T12:45:35","date_gmt":"2026-06-10T07:45:35","guid":{"rendered":"https:\/\/dailyausaf.com\/en\/?p=114907"},"modified":"2026-06-10T12:45:48","modified_gmt":"2026-06-10T07:45:48","slug":"ppp-n-league-agree-on-financial-deal-without-touching-nfc-and-bisp","status":"publish","type":"post","link":"https:\/\/dailyausaf.com\/en\/business\/ppp-n-league-agree-on-financial-deal-without-touching-nfc-and-bisp\/","title":{"rendered":"PPP, N-League agree on financial deal without touching NFC and BISP"},"content":{"rendered":"<p>ISLAMABAD: A broad understanding has been reached between the top leadership of the (N) League and the Pakistan Peoples Party on the framework for resource distribution in the country, but the National Finance Commission (NFC) award and the <a href=\"https:\/\/dailyausaf.com\/en\/pakistan\/benazir-support-program-new-financial-installment-payment-begins\/\">Benazir Income Support Program (BISP)<\/a> were not formally touched upon in it.<\/p>\n<p>An informed source familiar with the discussions between the two parties said that both sides have agreed that the NFC award formula and the BISP structure will be maintained.<\/p>\n<p>The decision is being described as an attempt to solve the financial problems of the center and maintain the continuity of the existing social security and resource distribution system. However, under the proposed new arrangement, the provinces will jointly provide financial resources of more than Rs 10 trillion to the federation, the details of which will be decided by technical committees.<\/p>\n<p>According to sources, this understanding is a compromise to reduce the financial pressure facing Islamabad so that the politically sensitive issue like NFC award, which determines the distribution of tax revenue between the federation and the provinces, is not formally reopened.<\/p>\n<p>One of the reasons for the delay in presenting the budget for the fiscal year 2026-27 in parliament is also being cited as the PPP\u2019s insistence on not touching NFC and BISP. There is unease in some influential circles over the NFC share given to the provinces after the 18th Constitutional Amendment and the position has been coming out that under this formula, the provinces are getting more resources than their ability to spend the funds, while the center is left with limited financial capacity. On this basis, there has also been a demand for a new NFC award, however, Sindh has been strongly opposing it.<\/p>\n<p>In view of the financial difficulties of the Centre, proposals to hand over BISP to the provinces were also considered, but in this matter too, the PPP remained the biggest opponent.<\/p>\n<p>Now, according to reports, the PPP, considered a key partner in the current system, has agreed to the proposed adjustment mechanism, although it does not necessarily have to be in the form of a direct reduction in the NFC share.<\/p>\n<p>Instead, this could be done through indirect measures, such as realignment of expenditure, reduction in federal transfers in certain development areas, or changes in provincial responsibilities related to federally funded projects, although these details have not yet been finalized by the top leadership.<\/p>\n<p>According to sources, PPP representatives told the PML-N that issues like NFC award and BISP are politically crucial for the party and should be retained while the required financial adjustments are made from other sources.
