ISLAMABAD: The government has decided that the grant of Adhoc Relief Allowance 2023<\/a> will also be applicable to the employees of the Autonomous\/Semi-Autonomous Institutions and Corporations who have fully adopted the Basic Pay Scheme of the Federal Government<\/a>.<\/p>\n

However, the Finance Division has informed that, however, this will not apply to Public Sector Corporations and Autonomous\/Semi-Autonomous Institutions which have adopted differential pay\/allowances.<\/p>\n

The notification issued by the Finance Division stated that consequent upon the grant of Adhoc Relief Allowance-2024 @ 25 percent of basic pay to the civil servants in BPS 1-16 and @ 26 percent to BPS 17-22 w.e.f. 01-07-2024, it has, inter-alia, been decided that the grant of Adhoc Relief Allowance-2023 subject to existing conditions will also apply to the employees of Autonomous\/Semi-Autonomous Bodies and Corporations, that have adopted the Federal Government\u2019s Basic Pay Scales Scheme in totality.<\/p>\n

The above orders: However, shall not apply to those Public Sector Corporations and Autonomous\/Semi-Autonomous Institutions which have adopted differential pay\/allowances. In case of such organisations, Ad Hoc Relief Allowance 2024 @ 25% and 20% of basic pay subject to prevailing conditions shall be allowed with the approval of the Standing Committee of Finance Division on the recommendations of the Board of Directors concerned. \/Governors. The grant of Ad Hoc Relief Allowance 2024 will always be tagged with the financial position of the organization.<\/p>\n

It is also clarified that Autonomous\/Semi-Autonomous Institutions and Corporations etc. shall send cases of Executive\/Supervisory staff (only) with recommendations of their respective Boards for approval of Finance Division for ad hoc relief allowance. 2024 @ 25 percent and 20 percent of basic pay subject to prevailing conditions. 10-07-2024 and thereafter, on the same analogy, this benefit will be extended to non-executive\/non-supervisory staff with the approval of the Board of Directors\/Governors of Autonomous\/Semi-Autonomous Institutions and Corporations.<\/p>\n

Further, it is pertinent to mention that paragraph (h) of sub-rule (1) of Rule 12 of the Rules of Business, 1973 provides that any Division may pass any order without prior consultation with the Finance Division. Will not allow. Which will include changes in the terms and conditions of service of government employees, their statutory rights and privileges, which have financial implications. In addition to the above, the Supreme Court of Pakistan in its judgment in Civil Appeals Nos. 1428 to 1436 of 2016 concluded that “Rules of Business, 1973 are binding on the Government and failure to comply with them would amount to a lack of order.” No legal justification”.<\/p>\n

In view of this position, it is incumbent on all administrative Ministries\/Divisions of semi-autonomous, autonomous bodies\/corporations to ensure any change in the salaries, allowances and perquisites of the executive\/supervisory staff of the semi-autonomous, auditorium. The bodies\/corporations working under their administrative control are dealt with as per Finance Division Office Memorandum.<\/p>\n

In the last financial year, all the Ministries\/Divisions were requested to furnish the list of autonomous\/semi-autonomous institutions and corporations etc. under their administrative control, along with details of their pay structure and whether they have financed Consent of the Division has been sought. For approval of ad-hoc and other allowances and their pay scales on the given format but required information from various Ministries\/Divisions is still awaited.
\nIn case of non-approval, the case should be initiated and referred to Standing Committee of Finance Division and final approval by Secretary Finance Division. Finance Division has been requested to follow these instructions and submit a report.
\nThe Finance Division issued another Office Memorandum stating that in pursuance of the decision dated 12.06.2024, the Federal Cabinet directed that: \u201cExcept the Armed Forces, Civil Armed Forces and other law enforcement and security In the case of concerned institutions, recruitment will be made to the existing Federal Government posts in BS-1 to BS-16 with the prior approval of the austerity committee constituted by the Finance Division from time to time, except for those posts.
