ISLAMABAD: The Special Investment Facilitation Council’s<\/a> (SIFC) Executive Committee (EC) has determined to build the M-12 (Sialkot-Kharian) and M-13 (Kharian-Rawalpindi) motorways as six-lane highways from the start.<\/p>\n

According to the spokesperson, the necessary approvals are being obtained from the appropriate forums.<\/p>\n

The chairman of the National Highway Authority<\/a> (NHA) told the EC of SIFC at a recent meeting that the hydrologic model Study for the bridge at the Chenab River forced the road to be relocated from the initial RFP, which resulted in delays in the acquisition of land for the realigned section.<\/p>\n

Significant<\/span> changes<\/span> have<\/span> been<\/span> made<\/span> to<\/span> the<\/span> Sialkot-Kharian Motorway project<\/a>\u00a0as<\/span> a<\/span> result<\/span> of<\/span> many<\/span> factors, ranging<\/span> from<\/span> changes in the<\/span> scope of<\/span> the<\/span> project<\/span> by the Ministry of Defence to<\/span> the<\/span> unprecedented changes<\/span> in inflation and increases<\/span> in<\/span> KIBOR rates.<\/p>\n

The<\/span> cost<\/span> of<\/span> construction<\/span> on<\/span> the<\/span> project<\/span> has<\/span> gone<\/span> from<\/span> an<\/span> initial<\/span> estimate<\/span> of<\/span> Rs 22.5 billion in 2021 to Rs 61.523 billion for a four-lane facility and Rs 71 billion for a six-lane facility in<\/span> December of<\/span> 2024.<\/p>\n

The<\/span> SIFC<\/span> recommended<\/span> constructing<\/span> the<\/span> motorway<\/span> as<\/span> a<\/span> six<\/span>–<\/span>lane<\/span> facility<\/span> from<\/span> the start<\/span>,<\/span> after,<\/span> in November of<\/span> 2023, a<\/span> request<\/span> from<\/span> the Ministry<\/span> of<\/span> Defence<\/span> for<\/span> a<\/span> renegotiation<\/span> of<\/span> the PPP<\/span> Agreement<\/span>.<\/p>\n

A traffic study affirmed<\/span> that<\/span> additional lanes are<\/span> required<\/span>\u00a0and that<\/span> initial<\/span> construction<\/span> of<\/span> six lanes would be<\/span> Rs 9.5 billion more;<\/span> however<\/span> would<\/span> also<\/span> achieve<\/span> savings of about<\/span> Rs 11 billion versus<\/span> adding more<\/span> lanes at<\/span> a<\/span> future<\/span> date<\/span>.<\/p>\n

The SIFC-EC endorsed the six-lane facility<\/span> proposal with a base construction cost of Rs 77 billion, and the overall<\/span> project cost is<\/span> given<\/span> as<\/span> Rs 81.97 billion.<\/p>\n

The Ministry of Communications and NHA will submit a position paper to<\/span> the<\/span> Government<\/span> for approval, and NHA will adjust<\/span> the financing structure with<\/span> an amendment in the PPP Agreement.<\/p>\n

Other projects (<\/span>the Kharian-Rawalpindi Motorway;<\/span> Sukkur-Hyderabad Motorway)<\/span> are also moving<\/span> forward<\/span>, and<\/span> the<\/span> NHA is working on a holistic Master Plan for motorways and highways to ensure end-to-end interconnectivity.<\/span>“<\/span><\/p>\n

The<\/span> NHA has been instructed<\/span> to expedite<\/span> the construction of the N<\/span>–<\/span>25<\/span> Karachi-Quetta section to<\/span> be<\/span> completed<\/span> within<\/span> three years\u00a0and to<\/span> establish service areas and rest areas for regular<\/span> road users<\/span>.<\/p>\n

The Sukkur-Hyderabad Motorway project will<\/span> be<\/span> imminent<\/span> for<\/span> bidding shortly<\/span>, with contract awards targeted<\/span> for<\/span> October 2025.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
