Electric Supply Company<\/a> (LESCO) network has <span class=\"diff-highlight\">reached<\/span> <span class=\"diff-highlight\">unprecedented<\/span> <span class=\"diff-highlight\">levels<\/span> <span class=\"diff-highlight\">of<\/span> <span class=\"diff-highlight\">defective<\/span> <span class=\"diff-highlight\">and<\/span> <span class=\"diff-highlight\">burnt<\/span> <span class=\"diff-highlight\">electricity<\/span> <span class=\"diff-highlight\">meters<\/span>.<\/p>\n<p><span class=\"diff-highlight\">In<\/span> <span class=\"diff-highlight\">its<\/span> <span class=\"diff-highlight\">revealed<\/span> documents, a total of 105,000 single-phase and three-phase meters have been <span class=\"diff-highlight\">reported<\/span> <span class=\"diff-highlight\">defective<\/span> or burnt <span class=\"diff-highlight\">within<\/span> <span class=\"diff-highlight\">LESCO<\/span><span class=\"diff-highlight\">&#8216;<\/span>s operational areas.<\/p>\n<p>LESCO <span class=\"diff-highlight\">has<\/span> recorded 102,000 <span class=\"diff-highlight\">defective<\/span> single-phase meters, <span class=\"diff-highlight\">and<\/span> <span class=\"diff-highlight\">2400<\/span> three-phase meters <span class=\"diff-highlight\">are<\/span> either <span class=\"diff-highlight\">defective<\/span> or burnt. <span class=\"diff-highlight\">In<\/span> <span class=\"diff-highlight\">spite<\/span> <span class=\"diff-highlight\">of<\/span> the <span class=\"diff-highlight\">increasing<\/span> numbers, the <span class=\"diff-highlight\">electricity<\/span> <span class=\"diff-highlight\">utility<\/span> <span class=\"diff-highlight\">was<\/span> unable to <span class=\"diff-highlight\">replace<\/span> <span class=\"diff-highlight\">them<\/span> <span class=\"diff-highlight\">as<\/span> <span class=\"diff-highlight\">the<\/span> stock <span class=\"diff-highlight\">of<\/span> <span class=\"diff-highlight\">meters<\/span> <span class=\"diff-highlight\">within<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">company<\/span> <span class=\"diff-highlight\">is<\/span> <span class=\"diff-highlight\">almost<\/span> <span class=\"diff-highlight\">finished<\/span>.<\/p>\n<p><span class=\"diff-highlight\">Even<\/span> <span class=\"diff-highlight\">under<\/span> NEPRA <span class=\"diff-highlight\">regulation<\/span>, LESCO is <span class=\"diff-highlight\">required<\/span> to replace defective meters, <span class=\"diff-highlight\">and<\/span> <span class=\"diff-highlight\">since<\/span> <span class=\"diff-highlight\">there<\/span> <span class=\"diff-highlight\">is<\/span> <span class=\"diff-highlight\">a<\/span> <span class=\"diff-highlight\">stock<\/span> shortage, <span class=\"diff-highlight\">average<\/span> <span class=\"diff-highlight\">billing<\/span> <span class=\"diff-highlight\">to<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">consumer<\/span> <span class=\"diff-highlight\">is<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">solution<\/span> instead of <span class=\"diff-highlight\">issuing<\/span> <span class=\"diff-highlight\">them<\/span> new meters.<\/p>\n<p>The average billing <span class=\"diff-highlight\">is<\/span> <span class=\"diff-highlight\">then<\/span> <span class=\"diff-highlight\">continued<\/span> <span class=\"diff-highlight\">even<\/span> <span class=\"diff-highlight\">after<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">company<\/span> <span class=\"diff-highlight\">places<\/span> <span class=\"diff-highlight\">a<\/span> <span class=\"diff-highlight\">&#8220;<\/span><span class=\"diff-highlight\">defective<\/span> <span class=\"diff-highlight\">code<\/span><span class=\"diff-highlight\">&#8220;<\/span> <span class=\"diff-highlight\">on<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">customer<\/span><span class=\"diff-highlight\">&#8216;<\/span><span class=\"diff-highlight\">s<\/span> <span class=\"diff-highlight\">account<\/span>. <span class=\"diff-highlight\">Earlier<\/span><span class=\"diff-highlight\">,<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">company<\/span> halted the <span class=\"diff-highlight\">installation<\/span> of conventional electricity meters <span class=\"diff-highlight\">at<\/span> <span class=\"diff-highlight\">the<\/span> <span class=\"diff-highlight\">orders<\/span> <span class=\"diff-highlight\">of<\/span> the Ministry of Energy\u2019s Power Division<span class=\"diff-highlight\">,<\/span> <span class=\"diff-highlight\">and<\/span> <span class=\"diff-highlight\">then<\/span> <span class=\"diff-highlight\">contributes<\/span> <span class=\"diff-highlight\">to<\/span> <span class=\"diff-highlight\">further<\/span> <span class=\"diff-highlight\">delays<\/span> were caused by\u00a0the procurement of <span class=\"diff-highlight\">the<\/span> single-phase smart <span class=\"diff-highlight\">meter<\/span> <span class=\"diff-highlight\">being<\/span> slowed <span class=\"diff-highlight\">down<\/span> <span class=\"diff-highlight\">as<\/span> <span
