ISLAMABAD: The Pakistan Bar Council (PBC) has taken serious notice of admissions being offered by The Millennium Universal College (TMUC<\/a>) under the leadership of its Founder and CEO, Dr. Faisal Mushtaq, without obtaining the mandatory No Objection Certificate (NOC) from the Council.<\/p>\n

According to an official letter issued by the Pakistan Bar Council on January 13, 2026, TMUC was found advertising and offering admissions in a two-year Higher National Diploma (HND) and one-year UK Top-Up programme of the University of Hertfordshire, United Kingdom, at its Rawalpindi campus, even though the programme was never approved by the Pakistan Bar Council.<\/p>\n

In the official letter, the Bar Council clarified that it had earlier granted NOC only to TMUC\u2019s DHA Lahore campus for a three-year LL.B programme affiliated with the University of Hertfordshire. However, the Rawalpindi campus and the HND-plus-Top-Up pathway were never authorized.<\/p>\n

In its strict notice to Dr. Faisal Mushtaq, the Pakistan Bar Council stated that TMUC had violated regulatory requirements by initiating admissions for an unapproved programme and circulating advertisements on social media.<\/p>\n

The Council ordered TMUC to immediately withdraw the advertisement and stop admitting students into the said programme.<\/p>\n

The Council also warned that continued violations could result in the withdrawal of NOCs for other TMUC campuses and the imposition of penalties for promoting unapproved academic programmes.<\/p>\n

The development has raised serious concerns among students and parents, as enrolling in a law-related programme without Bar Council approval could jeopardize students\u2019 eligibility to practice law in Pakistan.<\/p>\n

The Pakistan Bar Council has asked TMUC to submit a formal explanation regarding how the unapproved programme was advertised and offered.<\/p>\n","protected":false},"excerpt":{"rendered":"
