FBR issues new customs values on import of pins from China

KARACHI: The Directorate General of Customs Valuation Karachi has issued new customs values for the import of safety pins, paper pins, and scarf pins (low-end brands) from China, as per Valuation Ruling No. 1983 of 2025.

The reason for this is that the previous valuation ruling had existed for over seven years and was considered old and out–of–date. The directorate commenced the assessment of customs values under section 25A of the Customs Act of 1969 and invited all stakeholders to attend, but no stakeholders turned up, so they conducted their analysis under section 25 of the Customs Act of 1969.

The evaluation was based on the sequence of value methods contained in section 25. The transaction value method could not be applied because the value of the declared value was not consistent with the market value.

Similarly, the value of identical and similar goods could not be involved due to a lack of evidence regarding quality and quantity. The directorate conducted market inquiries under Office Order No. 17/2014, to collect actual prices in wholesale and retail markets throughout Pakistan.

They also analyzed clearance data, market information, and online data to finalize customs values under section 25 (7) of the Customs Act of 1969. The entire process was an attempt to ensure customs values are standardized, in consideration of local and international markets.
