FBR increases inland revenue officials’ meritorious award limit to 24 salaries

ISLAMABAD: The Federal Board of Revenue (FBR) has approved the increase in the limit of meritorious service awards for inland revenue officials from 18 to 24.

In this regard, the FBR has approved key amendments in the Inland Revenue Reward Rules, 2021, which increase the upper limit of meritorious awards and introduce a new evaluation mechanism for ex-cadre officers and staff.

These decisions were taken during the third meeting of the FBR Board in Council for the financial year 2025-26 which was held at the FBR Headquarters in Islamabad under the chairmanship of Chairman FBR.

The meeting was attended by senior members of the board while three members were granted leave of absence.

According to sources, the board unanimously approved the increase in the maximum reward limit from 18 salaries to 24 salaries per financial year. This amendment is applicable to employees covered under Rule 6 of the Inland Revenue Reward Rules.

The Board also reviewed the proposed appraisal criteria for officers and staff. Member (Admin & HR) briefed the meeting and informed that the revised reward framework will categorize ex-cadre officers (BS-16 and above) and staff (BS-1 to BS-15) into performance grades determining their eligibility for quarterly rewards. A weighted appraisal mechanism comprising Commissioners, Committees and Senior Members will be implemented to ensure transparency.

During the meeting, some members proposed to revise the weightage assigned to the appraisal committee. However, most members including the Chairman supported the proposed mechanism. It was also agreed that the new system would be completely IT-based, with PRAL being directed to deploy the digital framework within seven days.

The Board further stated that the Customs Reward Rules, 2012 already allows rewards up to 36 months of basic pay and therefore no amendment is required at this stage.
