PM Shehbaz orders inquiry on NPF’s alleged plot irregularities in Islamabad

ISLAMABAD: Prime Minister Shehbaz Sharif has summoned a report on the alleged illegal allotment of plots, valued in billions of rupees by the National Police Foundation (NPF) to top police officials and private firms.

As per the letter issued by the Prime Minister’s Office, PM Shehbaz has sought a comprehensive report on the matter from the Ministry of Interior.

The letter issued to the ministry came following news published and aired by Daily Ausaf/ABN News on December 30, 2024, regarding the irregularities in plot allotments.

The letter states that “it is desired that the Ministry of Interior submits a report to this office in this matter at the earliest for the Prime Minister’s observation.”

Following this, the Ministry of Interior wrote a letter to the NPF seeking a report.

It should be noted that earlier, the National Assembly’s Standing Committee on Interior had sought a briefing from the NPF on the allotment of plots to top police officials and private firms.

However, the committee surprisingly removed the briefing from its agenda a few days before the planned meeting.

Daily Ausaf report exposed the fraudulent auction of a multi-billion rupee commercial plot located at the National Police Foundation (NPF) in Islamabad’s E-11 sector.

It was revealed that the NPF allegedly allotted commercial and residential plots worth billions of rupees at exorbitant rates.

According to the report, published here, the sealed-bid auction method was adopted for the sale of a 10-12 Kanal (s) plot, which had an evaluation of Rs1.0204 billion. The commercial plot was the amalgamation of eight plots.

Sources within the NPF said that the sealed-bid auction was adopted to benefit a particular company — M/S SMB Services (Pvt) Ltd — by selling the plot to it at a very cheap price as compared to market rates.

The auction resulted in the loss of approximately Rs5 billion to the national exchequer.

According to the report, only two firms, M/S Convolair (Pvt) Ltd and M/S SMB Services (Pvt) Ltd submitted their birds which were opened on December 28, 2023.

The investigation further revealed that the eligibility criteria were changed to facilitate the bid winner company, which was run by four directors including Alina, Moomal Shunaid, Shanzeh Shunaid, and Shunaid Qureshi, also a Director of an Islamabad-based prominent new outlet.

Moreover, sources said that the NPF has allotted seven one-Kanal plot residential plots in Islamabad’s Sector E-11 at a significantly lower price of Rs1.57 million each, as compared to the current market rate of around Rs100 million.

The beneficiaries include IG KP Police Akhtar Hayat Khan, IG Punjab Police Dr. Usman Anwar, Capital City Police Officer Lahore Bilal Siddique Kamiana, Managing Director NPF Sabir Ahmed and others.
