LAHORE: Spectreco, the world’s leading ESG advisory, technology, and implementation firm, has released the “Waste to Value 2025” report, a comprehensive narrative of the world’s largest solid waste management revolution under one-window provincial administration.
Released at the launching ceremony of Unveiling Punjab’s New Sanitation Fleet, organized at Fortress Stadium in the presence of top government leadership, the report is a milestone moment in the Suthra Punjab program.
Ever since its launch in December 2024, during the leadership of Punjab Chief Minister Maryam Nawaz, the program has scaled up to 36 districts, covering 127 million individuals and collecting 57,000 tons of urban waste on a daily basis. In a matter of months, Punjab has commissioned a province-level solid waste program based on a digital twin platform, GPS-fleet tracking, and performance-based PPP contracts.
Rooted in actual-time data, the initiative has recorded a 75% decrease in methane gas emissions from the Lakhodair landfill, producing in excess of 275,000 carbon credits on an annual basis and preventing almost 2 million tonnes of CO2-equivalent emissions every year.
In addition to these environmental benefits, Suthra Punjab has spurred more than 100,000 new environmentally friendly jobs, more than 30% of which are reserved for women and youth, and triggered PKR 150 billion (~$528 million) in public investment in local industry and SME ecosystem.
The report also examines the program’s comprehensive integration of leadership, a talented workforce, a robust business model, public-private partnerships, and advanced governance that is enabled by state-of-the-art monitoring technology, data management, and KPI and impact measurement rigor.
This leadership in costs is evident on the world stage: with overall program costs of under $5 per head for collection, transport, and landfill management well under China’s $17, India’s $19, and the world’s $20 average Suthra Punjab is a world leader in environmentally sustainable waste management investment, in which economic development has been meshed with climate action and social inclusion.
Sajjeed Aslam, a Partner at Spectreco and lead author of the report, stated, “Suthra Punjab shows how visionary leadership, joined together with digital infrastructure and a strong accountability framework, can turn municipal waste into economic, climate, and social value. This is not only a win on service delivery; it’s a replicable model for climate finance-ready infrastructure in the Global South.”
The “Waste to Value 2025” report provides actionable recommendations for policymakers, investors, and development partners looking for scalable ESG solutions that drive climate, health, and governance goals globally.
As global attention turns to just transitions and decentralised climate solutions, Punjab’s model provides timely information for nations looking to localise Article 6 implementation, speed circular economy gains, and provide verifiable SDG and ESG advancement.
