ISLAMABAD: The federal government has further simplified the procedure for granting time scale benefits to employees in grades one to 16, paving the way for eligible employees to receive the benefit after completing 10 years of service.
According to an important office memorandum issued by the Ministry of Finance, eligible federal employees who have completed 10 years of service can now be considered for the first time scale under the revised policy framework.
The new clarification also extends eligibility to employees who have been promoted to BPS-16 from lower cadres, addressing concerns regarding their entitlement to time scale benefits.
In addition, employees serving on Ex-Pakistan Leave and Half Average Pay have also been declared eligible for time scale consideration, subject to applicable rules and conditions.
The Ministry of Finance has issued a fresh position on the matter to remove ambiguities surrounding the implementation of the time scale policy. All ministries, divisions and attached departments have been directed to implement the decision accordingly.
Under the revised procedure, approval from the relevant Scale Committee as well as the competent authority has been made mandatory before granting time scale benefits.
Officials said the latest memorandum aims to ensure uniform implementation of the policy across federal government departments and provide clarity regarding service benefits available to employees.
