ISLAMABAD: The Directorate General of Customs Valuation Karachi has introduced new customs values for the import of 62 types of used branded mobile phones, aiming to bring duties in line with current international market prices.
This move follows the issuance of Valuation Ruling No. 2035 of 2026 on January 19, 2026.
The revised values will apply to the commercial import of used mobile phones, specifically those without packing or accessories, from well-known brands such as Apple, Samsung, and Google Pixel.
This update comes after it was noted that the previous valuation ruling was outdated, as it had been in place for over a year and a half.
The new ruling takes into account the introduction of new smartphone models and the depreciation of older ones, as several devices reached the end of their product life cycle.
Customs authorities initiated the new valuation after identifying significant discrepancies between declared import values and actual international prices.
Under the new ruling, customs duties and taxes will be applied based on the fixed values provided by Customs, regardless of the physical condition or grade of the used phones.
Importers will also need to declare the activation period of the used phones, ensuring that the devices have been activated at least six months prior to export to Pakistan.
