Immigration New Zealand has announced significant open work visa changes that will take effect on April 20, 2026. The government says the new rules will clarify what visa holders can legally do and reduce confusion for both migrants and employers.

From April, open work visas will be divided into two categories.

The first category allows holders to work for any employer, start their own business, or become self-employed. This includes visas such as Partner of a Worker Work Visa, Partner of a Student Work Visa, Post Study Work Visa, and Partner of a New Zealander Work Visa.

The second category restricts holders to work only for an employer with a formal agreement. They cannot run a business. This applies to visas like Victims of Domestic Violence Work Visa, Migrant Exploitation Protection Work Visa, Asylum Seeker Work Visa, and all Working Holiday Visas.

Working Holiday Visa Rules

From April 2026, working holiday makers must work for an employer only. They cannot be self-employed or run a business. Authorities emphasize that the purpose of this visa is travel first and work second.

General Rules for All Visa Holders

All open work visa holders must follow New Zealand’s employment and business laws. They cannot employ others or provide commercial sexual services.

Visa holders who currently do work outside the new rules can continue until their visa expires. However, all new applications after April 2026 must comply with updated regulations.

Immigration New Zealand states that these changes aim to make work rights clearer and ensure better compliance across the country’s immigration system.
