ISLAMABAD: In Islamabad, the implementation of the Property (Mosque Management) Rules will bring changes to how mosques and prayer halls are governed. These rules aim to prevent the delivery of controversial sermons in mosques and Imambargahs.
Under these updated regulations, all existing mosque committees in Islamabad, whether registered or unregistered, have been disbanded. Instead, the 2023 rules will now govern all mosques and prayer halls in the capital city. These rules prohibit the delivery of any sermons deemed controversial.
Furthermore, the new regulations require the appointment of a qualified religious scholar as the Waqf manager for each mosque and prayer hall. This individual must meet certain qualifications and adhere to all relevant laws. If listed in Schedule Four, the Waqf manager will be disqualified.
The rules also stipulate that the mosque administrator must fulfill the same conditions as the mosque manager. Additionally, without the explicit permission of the mosque manager, no scholar or preacher can deliver Friday sermons or any other lectures.

Overall, the Waqf manager will hold responsibility for all matters concerning each mosque or prayer hall in Islamabad under these new regulations.
