RAWALPINDI: Director General Inter Services Public Relations (ISPR) Lt. Gen. Ahmed Sharif Chaudhry said that 80 percent of terrorism incidents took place in Khyber Pakhtunkhwa, which is because terrorists are provided with a favorable political environment in KP.
Briefing senior journalists on the operations of the security forces in 2025, Lt. Gen. Ahmed Sharif Chaudhry said that successful operations were carried out against terrorism last year.
He said that the war against terrorism is not only a joint war of the security forces but also of the entire nation, state, and people.
Pakistan has been fighting terrorism for more than 2 decades, and last year saw an extraordinary intensity in this war.
According to the DG ISPR, such counter-terrorism operations were carried out against terrorism last year, which were done for the first time at this level in the country’s history.
Now it is important to see what practical steps are being taken to eradicate terrorism, and a comprehensive coverage of the terrorist incidents that took place last year will be given.
He clarified that Khawarij are terrorists and have no connection with Islam, Pakistan or Balochistan. These elements are sedition and are working as tools of the enemy.
The DG ISPR said that a clear and common thinking has now emerged among the state and the people against terrorism, which is a major success in this war.
KP and Balochistan Operations
According to the DG ISPR, Khyber Pakhtunkhwa and Balochistan were the provinces most affected by terrorism.
1,235 Pakistani citizens and security personnel were martyred in the war against terrorism, which shows the high cost of this struggle.
He said that 27 suicide attacks took place last year, of which 16 took place in Khyber Pakhtunkhwa, 10 in Balochistan, and one in Islamabad.
The DG ISPR said that the creation of a politically favorable environment is also one of the main reasons for terrorism.
According to the DG ISPR, there was a fluctuation in terrorist incidents between 2021 and 2025.
In the graph presented, red color represents the deaths of terrorists while green color represents martyrdoms.
He said that in the year 2021, 761 terrorist incidents occurred, in which 193 terrorists were killed while 592 Pakistanis were martyred. This year, there were approximately three Pakistani martyrdoms compared to one terrorist.
According to the DG ISPR, the situation improved significantly in the year 2025, when 2,597 terrorists were killed while 1,235 were martyred, that is, 2 terrorists were killed compared to one martyr.
These figures reveal a clear trend in the effectiveness of counter-terrorism.
Afghanistan became base for terrorism
The DG ISPR also said that Afghanistan has become a base of operations for terrorism, from where efforts are being made to spread unrest in Pakistan.
He reiterated the resolve that anti-terrorism operations will continue with full force.
The DG ISPR said that the state policy against terrorism is being fully implemented; however, there is still room for further improvement in the field of counter-terrorism.
He said that the army, police, and intelligence agencies carried out operations under a joint and coordinated strategy last year.
The DG ISPR said that the political change in Afghanistan in 2021 proved to be a turning point in the increase in terrorism.
The security situation in the region was affected after the Doha agreement and the changes in Afghanistan also had an impact on Pakistan’s internal security.
Afghanistan promotes Terrorism
The DG ISPR said that after assuming power, the Afghan Taliban had made three basic promises, which included not allowing the land of Afghanistan to be used for terrorism, giving rights to women, and establishing an effective and representative government, but no practical progress was seen on these three promises.
He said that the absence of an inclusive government in Afghanistan has promoted terrorism, and today, Afghanistan has become a safe haven for terrorists from all over the world.
Global terrorist organizations like Al-Qaeda and ISIS are present there, while the leadership and training centers of TTP and BLA, which are active against Pakistan, are also established in Afghanistan.
According to the DG ISPR, ETIM against China and IMU against Central Asia are also active in Afghanistan, while terrorist elements belonging to different ethnicities and regions are present on Afghan soil.
He said that after the situation in Syria changed, foreign terrorists also migrated to the region, which is a major threat to Pakistan’s security.
The DG ISPR said that several terrorist organizations are active at the regional level and various Muslim proxies are being provided funding and logistical support from different countries.
According to him, about $7.2 million in funding has been delivered to the terrorists, while bulletproof jackets and other protective equipment are also being provided.
He said that internal political factionalism and government weakness in Afghanistan further promoted the activities of terrorists.
The Afghan Taliban played the ‘grade game’ with full efficiency at various levels, which resulted in the strengthening of terrorist networks.
Afghan Taliban organizes TTP
The DG ISPR revealed that after 2021, the Afghan Taliban started organizing the TTP, and the TTP was being reorganized as a mother organization.
The TTP was given an Afghan Taliban-style organizational structure, which included training, direction, and strategic guidance.
He said that the Afghan Taliban created a specific narrative of success against the US and allied forces, although the real factors behind this success were different, which were deliberately hidden.
At the same time, the war economy in Afghanistan became a major fuel for terrorism.
According to the DG ISPR, after international funding stopped, terrorism was adopted as a permanent source of income, and terrorism was spread throughout the region to run the war economy.
He clarified that Pakistan is the biggest target of terrorism and the most affected country.
The DG ISPR said that there are clear political motivations, facilitation, and organized strategies behind terrorism and that the political decisions made in Afghanistan have direct impacts on Pakistan’s security.
