HONG KONG: The Hong Kong SAR government has expanded its Immigration Facilitation Scheme for visitors participating in Short-term activities in designated sectors, adding five new sectors and nearly 100 more authorized organizations to the scheme, to facilitate entry for foreign professionals.
The scheme allows invited visitors to take part in approved short-term work activities for up to 14 days without the need to apply for an employment visa.
Five New Sectors Added
STV Scheme now covers 17 sectors, expanding from the initial 12. Newly included sectors are:
- Environment
- Occupational Safety and Health
- Maritime
- Think Tanks
- Activities organized or assisted by government departments
The number of organisations authorised to issue invitations was increased from about 400 to around 490, enabling more institutions to bring in overseas experts.
How the Scheme Works
Authorized organizations may invite mainland professionals to participate in a short-term event, meeting, or project. Participants are allowed to receive payment without a separate employment visa, as long as the activity is in line with Hong Kong’s economic or policy aims and does not affect local jobs.
Why It Matters
Since the scheme’s pilot launch in 2022 and full rollout in 2024, it has allowed more than 38,000 international visitors to join major events, including the Asian Financial Forum and Hong Kong Sevens.
Officials said the expansion will cement Hong Kong’s position as a global “super connector” by drawing more talent, enhancing cross-boundary collaboration, and supporting key industries.
