ISLAMABAD: The Federal Government has formally notified sweeping amendments to the National Identity Card Rules, 2002, and the Pakistan Origin Card Rules, 2002, marking a major step toward a fully integrated digital identity ecosystem.
The amendments, which were issued through S.R.O. 330(I)/2026 and S.R.O. 331(I)/2026 under Section 44 of the NADRA Ordinance 2000, were published in the Gazette of Pakistan on February 24, 2026.
The reforms modernize the identity documentation system of the country by implementing QR-based verification systems, extending biometric authentication methods, and creating new card formats for essential citizen groups.
The Quick Response (QR) code system receives its first official recognition as a security and verification method through a new legal requirement that mandates its use.
The revised rules accept the QR code as a secure barcode that machines can read to store identity information that becomes accessible through scanning.
The rules enable authorities to use either “QR code” technology or “other technological features” instead of the existing microchip system. The National Database and Registration Authority (NADRA) can implement new verification methods that do not require legal changes because of this provision.
The reform establishes a standardized identity card system, which will replace the existing system that requires citizens to choose between two identity card types.
All citizens will receive a standardized identification card that supports QR functionality and advanced verification features. This system will simplify identity verification procedures for public and private organizations. The QR-based system will provide major enhancements to Pakistan’s Digital ID infrastructure.
