ISLAMABAD: The Auditor General of Pakistan has released a new audit report of 4,879 pages for the fiscal year 2024-25, in which irregularities worth more than Rs 376 trillion have been revealed.
According to the report, irregularities worth Rs 284 trillion were caused by violations of PEPRA rules, while irregularities worth Rs 85 trillion were caused by delays in defective, incomplete civil works.
Irregularities worth Rs 2.5 trillion were caused by liabilities and recovery issues, while irregularities worth Rs 1,200 billion were caused by failure to settle circular debt, irregularities worth Rs 958 billion were revealed due to violations of laws and regulations, and more than Rs 677 billion were caused by weaknesses in internal controls.
The audit report said that irregularities worth Rs678 billion were reported due to poor asset management, while contract management issues led to irregularities worth Rs280 billion.
Service delivery and value-for-money issues led to irregularities worth over Rs 73 billion, while non-recovery of government shares resulted in a loss of over Rs 47 billion.
Land encroachments and illegal use cost Rs44.56 billion, while overpayments and shortfalls in recovery cost Rs44.54 billion.
According to the Auditor General’s report, a loss of Rs27.89 billion was reported due to unauthorized expenditure, while a loss of Rs26.99 billion was due to employee and HR issues.
Similarly, a loss of Rs25.32 billion was incurred due to reckless and illegal investments, while a loss of Rs17.57 billion was incurred due to the closure of capital and claims.
The report states that over Rs 16 billion was lost due to low revenue collection, Rs 14.53 billion was lost due to disaster risk management issues, Rs 10.45 billion was lost due to management issues in commercial bank accounts, and Rs 8.6 billion was lost due to non-submission of audit records by some institutions.
According to the audit report, Rs 7.7 billion was lost due to design and valuation issues in civil works, while Rs 6.3 billion was lost due to misappropriation of public money and corruption.
