KARACHI: In a recent development, the Directorate General Customs Valuation Karachi has declared customs values for imports of bulk-packaged cereal foods from various sources, including Malaysia, Indonesia, Thailand, USA, UK, Canada, and several others.
This decision was taken based on the directorate’s valuation ruling (1923 of 2024), aimed at laying down the customs values of bulk-packaged cereal foods.
Regarding the representations received by the Directorate for the inclusion of values for bulk-packaged cereal foods, import data analysis, current market trends, and differing market prices and customs values combined to underline the reasoning behind conducting customs value determination under Section 25 and 25A of the Customs Act, 1969.
The subject goods valuation was thoroughly examined during the aforementioned meeting, where importers insisted that they import cereals in bulk, usually packed in 9 kg formats before being locally repacked under a local brand.
Cereal importers requested that bulk packing be provided separate values. To this end, exhaustive market inquiries were initiated, and analyses were carried out.
The directorate retrieved 90 days’ clearance data, scrutinized it, and conducted a market inquiry in order to fairly and transparently arrive at the values of the subject goods.
Transaction value has been determined based on this analysis, and assessment of duty and taxes on the goods will be done by using the specified values.
The decision is expected to bring clarity and transparency in customs valuation for cereal foods in bulk packaging. The efforts of the Directorate seek to achieve equitable and fair assessment in the collection of duties and taxes for imported goods.
