ISLAMABAD: Capital Development Authority (CDA) has served a show cause notice to Civilian Employees Cooperative Housing Society (CECHS) for illegal development on 585 kanals of land in Zone-5 without a compulsory Layout Plan (LOP) or No Objection Certificate (NOC).
CDA ordered CECHS to suspend all work, marketing, sales, allotments, and plot transfers with immediate effect.
The order also demanded the demolition and removal of illegal buildings within a ten-day timeframe, terming the ongoing operations illegal under current laws.
The society is charged with starting development, marketing, sales, and allotments in Soan Garden, Block H-Extension in contravention of the CDA Ordinance 1960 and Islamabad’s zoning regulations.
The notice cites April 2025 Islamabad High Court directives that no plot allotments can exceed the approved LOP.
It emphasized that post-allotment conversion of street or plot numbers is not allowed, and societies cannot incorporate clauses for such conversions.
CECHS has been provided seven days for a personal hearing to make its defense presentation. CDA threatened non-compliance with severe legal consequences: demolition, sealing of offices, denial of access, and referral to NAB or FIA.
CDA also reserved the right to recover the costs of enforcement from the responsible parties. It was issued on the instructions of the CDA’s Member Planning & Design, and is listed on the CDA’s public notices register
