LESCO revises net metering billing system

Providing major relief to small solar consumers, NEPRA has abolished the license requirement for systems with a capacity of 25 kW and below.

ISLAMABAD: LESCO has implemented significant changes in the billing system for net metering customers on the instructions of the Ministry of Energy.

The aim of these changes is said to be to bring the electricity export system under more control. However, this decision may affect the financial benefits of solar customers.

According to a notification issued by LESCO IT Directorate, the per-unit export price given to net metering customers has been reduced by 66 paisa. Now, instead of Rs 25.98 paisa per unit, customers will be paid Rs 25.32. The new billing policy will be applicable to bills from January 2026.

The notification also makes it clear that electricity in excess of the approved DG capacity will not be added to the grid. If a customer exports units more than his approved capacity, these additional units will not be included in the bill.

According to LESCO, export units have been limited in proportion to the DG capacity. Along with this, a new procedure has also been introduced to adjust units in case of high export MDI. The process of adjusting units under CP 22 will continue as before.

It has been further informed that correct entry of export MDI will now be mandatory for net metering consumers. If the data is incorrect or incomplete, billing problems may arise, for which the responsibility will lie with the consumer.

LESCO has ordered all concerned officers to immediately implement the new instructions. Energy experts say that these changes may further reduce the profits of net metering consumers. According to them, this policy may prove disappointing for those investing in solar energy.
