ISLAMABAD: A secret document circulating on social media has exposed the involvement of the Indian Intelligence Agency “RAW” in the Pahalgam attack, which killed 26 people.

According to sources, the document outlines a plan to create a false flag operation in Indian occupied Kashmir, blaming Pakistan for the attack.

The document, which leaked through Telegram, has also revealed clear evidence of the involvement of the Indian government in Pahalgam.

The contradiction between the instructions given in the document and the implementation of the plan led to the false flag.

The document further revealed that the media were instructed to make a narrative against Pakistan and to blame Pakistan’s Inter-Services Intelligence, ISI, within 36 hours of the false flag.

While the Indian immediately started blaming Pakistan for the false flag operation and ruined the plan, sources said, adding that the document and these contradictions make it clear that the Indian intelligence agency, RAW, also gets instructions from someone.

The document coming out on social media in this way also shows the manifestation of anti-Hindutva thinking within the RAW.

As per sources, the Indian government has started investigating the document being leaked on social media.

The document titled Psy Ops and Narrative Control has given clear instructions that structure the narrative to portray the incident as an attack on the state and non-Muslims.

The document also instructed to mobilize media assets 36-48 hours before the incident and run a misinformation campaign through over 200 social media accounts.

The secret RAW Document also revealed, “an operation will be carried out in Anantnag district.”

“Deploy field operators under the pretext of monitoring tourist movements, take witness statements under an AI system within two to four hours of the attack, and recreate incident pictures using blurred videos,” the document added.

It also instructed to spread trends to blame ISI and divert focus from Kashmir to global Islamic conspiracies.

Northern Command will link correspondence found near the attack site to ISI and will forensically leak alleged ISI documents, it added.

The document further added that the operation has been planned according to the diplomatic presence of US Vice President JD Vance. The international community will also be appealed for solidarity on counter-terrorism, it added.

The document also indicated an alternative plan, stating that the backup plan will be activated in Shopian.

Furthermore, RAW assessed that Pakistan’s rapid advance on the LoC may challenge India’s control, as the violation of the 1.3 km limit may invite UN or Chinese mediation.

Moreover, the document instructed to limit Indian advance to 1.2 km because of the potential resistance or pressure from neutral countries in case of any escalation.

“Alternative line TANGO-ECHO to be kept active for maneuvering purposes through code INDOPACOM,” it also added.

The RAW document also discussed the possible risk of divergence in the activities of BLA and BNA in Balochistan.

The intelligence agency earmarked a 3 to 48 hours time window after the Kashmir attack for possible retaliatory or diversionary actions.

RAW also tasked BLA cells, codename T-48, to start operations in Sui and Quetta. Directions issued to limit Hindu casualties to specific non-state platforms,

Furthermore, the document also instructed plain-clothed Dentser squads to be deployed in Anantnag and Kandrabal corridors.

China’s economic targets, like CPEC and Gwadar to be kept under surveillance during initial implementation, the RAW document mentioned.

The document highlighted that the final decision will be based on R&AW strategic points, and if no issues arise by April 21, 2025, the final command will be given through an analogue channel.

Following the operation, all field operatives were instructed to adopt black status, indicating deep-cover or off-grid protocol, it added.

Defense experts claimed the document proves Pahalgam was a false flag operation, exposing India’s hatred against Kashmiris and the Modi government’s habit of targeting innocent civilians for political objectives.
