Sindh announces new policy for teachers’ transfers & appointments

Sindh makes licensing test compulsory for teacher recruitment

KARACHI: The College Education Department Sindh has launched a new policy to regulate the appointment and transfer of teachers across the province, which is effective immediately.

Under the new rules, teachers of BS-17 and above can be transferred anywhere in Sindh if there is an urgent need or administrative reason, as long as there are budgetary sanctioned posts.

Every college must now have at least one teacher for each subject where students are enrolled. Colleges with very few teachers will be recruited, while teachers with excess staff will see them transferred to where they are needed based on the student-teacher ratio.

The policy removes domicile restrictions for transfers, meaning teachers can be posted outside their home districts if needed, especially for subjects that are not in demand locally.

However, local domicile will still be preferred for convenience in initial appointments. From the 2025-26 academic year, transfer requests will only be accepted during the summer and winter breaks to avoid disruptions in the classroom, although emergencies with solid reasons may be considered.

Transfers between male and female colleges are very rare and only when necessary. This policy seeks equitable distribution of teachers across Sindh.
